Trash Money

I live in a 600,000 inhabitants city. In Brazil it is not considered a big city, but we have large numbers in many things.With our Educational pool (5 Universities) and lots of secondary private schoools the amount of students who come to live here from the neighbouring towns is big. They consider a number of 100,000 youngsters.Families, singles, hospitals, companies..., what do they all have in common ? They generate garbage.Some 600 tones of garbage is collected every day in our city and transported to a dumpping place 60km from here, where a gas facility will be built in a future to use at least the gasses from it.What differs our trash from European or North American garbages is the amount of organics. Lots of veggies are consumed and thrown away, which makes our garbage have a high amount of humidity, which produces lots of liquids and gasses.Every day 300,000 litres of garbage liquids are treated in our Water and Waste plant back in our city, so trucks take trash 60kg south and bring liquids every day.Only about 4% of this material is recycled...but this is growing.Our municipality is now launching a bid for a 25 years contract at a cost of R$1.3 billion, or US$750million The question we are not asking is, if the trash belongs to the municipality, why are we paying to get is collected and not selling it ?
